SUMMARY:2nd International Conference on Roadside Safety
DESCRIPTION:Register here\nGlobally\, over 3\,700 people die every day on the roads\, which amounts to nearly 1.35 million preventable deaths and an estimated 50 million injuries each year. Road traffic injuries are the leading cause of death for children and young adults 5–29 years of age\, and they rank the eighth leading cause of death for people of all ages. In the US\, Roadway Departures account for half of all fatalities. An iRAP study of roads in 60 countries\, at all levels of development\, revealed that 47% of curves on roads with speeds of 50 mph (80 km/h) or more have roadsides that increase the risk of non-survivable crashes. \nInternationally\, the impact of fatal roadway crashes is disproportionate around the world with dire socio-economic consequences: Low- and Middle- Income Countries contribute to 93% of the global road deaths despite representing only 60% of the global vehicle fleet. Unfortunately\, during the post-pandemic economic recovery\, several countries including the United States\, have registered a significant increase in the number of crash fatalities. \nThe Global Plan for the Decade of Action for Road Safety 2021- 2030 calls on government and partners to implement a Safe System Approach (SSA) to realize the vision of zero fatalities and severe injuries. The SSA is a holistic approach that considers 5 elements of a safe transportation system – safer road users\, safer vehicles\, safer speed\, safer roads\, and post-crash care. Reducing roadway departures and enhancing roadside safety are integral elements of any such plans. \nThe primary objective of TRB’s 2nd International Roadside Safety Conference (IRSC) is to support and advance global efforts to reduce deaths and serious injuries associated with roadway departure crashes. The IRSC will contribute to this objective through: (1) peer exchange and improved dissemination of information within the international roadside safety community; (2) increased collaboration amongst international roadside safety experts\, researchers\, government agencies\, and engineering consultants; and (3) a more rapid implementation of new technologies\, best practices\, and products from around the world. \nSee a tentative At-A-Glance agenda below. (Event dates range from Sunday through Wednesday\, plus additional Meetings being held Thursday and Friday). For specific dates and times reference the preliminary schedule.  \n

SUMMARY:FHWA webinar: Value Capture Strategies—Transportation Utility Fees/Road Maintenance Fees
DESCRIPTION:A transportation utility fee (TUF)\, also known as a street maintenance fee\, road user fee\, or street utility fee\, is an important tool for funding the repair and maintain for the preservation of streets\, upgrade sidewalks and add or improve pedestrian safety features and curbs\, as well as comply with the Americans with Disabilities Act of 1990. \nFHWA has recently published a TUF Primer that provides information for State departments of transportation and local public agencies to consider implementing a TUF. The primer provides practical information on what TUFs are and examples of how municipalities are using them. It also provides points for consideration when thinking about instituting a TUFs program\, such as the favorability of the legal and regulatory environment for TUFs\, as well as whether and how TUFs can be used for financing. The primer offers examples detailing several ongoing TUFs programs in Texas\, Utah\, and Oregon. \nIf your city\, county\, township\, or tribe is facing funding challenges to keep your roadways in good condition and maintain proper safety for all users\, join us on April 5th\, 2023\, from 1:00pm-3:00pm ET to learn from experts to find out how TUFs can improve your agency’s roadway condition! \nThere is no cost to participate\, but space is limited. SUMMARY:Developer Impact Fees and Other Fee-Based Development Charges – The Primer
DESCRIPTION:Developer impact fees (DIFs) are also known as transportation impact fees\, mobility fees\, multimodal transportation impact fees\, or system development charges. A DIF is a one-time fee assessed by local governments on developers to share in new or expanded infrastructure costs to the community that will directly address the increased demand for infrastructure and services created by that development. The goal is to have each new development pay a share of the costs of off-site capital facilities needed to serve the new development—to help growth pay for itself and reduce the financial burden on the existing community. \nFHWA has recently developed a primer on developer impact fees that provides information to transportation agencies that have DIFs or are considering the use of DIFs. The primer provides practical information on what a DIF is\, how it works\, and where it can be used\, as well as spotlighting case studies. Space is limited\, so you register today to reserve your space on March 15th\, 2023 at 1:00-3:00pm ET! \nThe program will feature peer experts from leading State and local authorities sharing their respective Development Impact Fees program\, including the processes\, requirements\, accounting and administration\, and much more. Participants have an opportunity interact with peer experts to gain an in-depth understanding the benefits and applicability of developer impact fees and negotiated exactions. \nRegister Here

SUMMARY:ADA Self Evaluations/Elements Of PROWAG (
DESCRIPTION:With the 25-year anniversary of the passage of ADA\, it is critical that local governments recognize their obligation to upgrade streets\, sidewalks and facilities for accessibility. ADA requires that public agencies perform self-evaluations and prepare transition plans. They were to have been completed by July 26\, 1992 and be updated periodically. The morning portion of the workshop examines the background to\, contents of and enforcement of the self-evaluation and transition plan requirements. Several landmark court cases are also highlighted. A case study is presented to illustrate these items. Participants will leave the session with a “To Do” list of next steps they need to take and a toolkit of helpful resources. The afternoon session overviews the current criteria for accessible public rights-of-way including the pedestrian access route\, curb ramps and detectable warnings\, accessible pedestrian signals\, street furniture\, on-street parking and temporary traffic control requirements for pedestrians.
