SUMMARY:NHI Safety Inspection of In-Service Bridges for Professional Engineers
DESCRIPTION:In accordance with the National Bridge Inspection Standards (NBIS)\, a Bridge Inspector must successfully complete an FHWA-approved comprehensive training along with an experience requirement to become a certified Bridge Inspection Team Leader\, or Program Manager.  This FHWA-approved course\, intended for Professional Engineers (PEs)\, is based on the “Bridge Inspector’s Reference Manual” (BIRM) and provides training on the safety inspection of in-service highway bridges.  It has been streamlined to better suit experienced Professional Engineers\, while retaining strong emphasis on bridge inspection\, documentation\, and coding requirements.  The course is a 5-day adaptation of FHWA-NHI 130055 training course and includes one bridge inspection field trip; new instruction on critical findings\, their identification and response; curriculum on the new AASHTO Element level evaluation; and updated activities that maximize participant engagement throughout the course.  This course does not go into depth on fracture critical\, underwater\, or complex bridge inspections (other NHI specialty courses cover these topics).  ODOT will provide transportation for course participants to attend the field trip portion of this course. \nWho Should Attend? – Federal\, State\, local highway employees and consultants with a Professional Engineer (P.E.) designation involved in inspecting bridges or in bridge inspection management and leadership positions.  A background in bridge engineering is strongly recommended.  ALL participants must be certified Professional Engineers (P.E.) showing evidence of such certification upon arrival at the course\, have met one of the three prerequisite requirements for participation in the FHWA-NHI-130056 course* and bring a course completion certificate bearing their name to the first day of the NHI-FHWA-130056 session. \nRegister here

DESCRIPTION:Developer impact fees (DIFs) are also known as transportation impact fees\, mobility fees\, multimodal transportation impact fees\, or system development charges. A DIF is a one-time fee assessed by local governments on developers to share in new or expanded infrastructure costs to the community that will directly address the increased demand for infrastructure and services created by that development. The goal is to have each new development pay a share of the costs of off-site capital facilities needed to serve the new development—to help growth pay for itself and reduce the financial burden on the existing community. \nFHWA has recently developed a primer on developer impact fees that provides information to transportation agencies that have DIFs or are considering the use of DIFs. DESCRIPTION:Course Description:\nDo you need to know when\, where\, and how to place things such as speed bumps or signage to slow down traffic on your local roadways? Traffic calming uses physical design and other measures to improve safety for motorists\, pedestrians and cyclists. \nThis course introduces how a municipality can establish a traffic engineered calming program for their roadways to increase safety and accessibility. Traffic calming is an engineering tool whose purpose is to address excessive traffic speed and/or cut-through traffic on residential. We’ll explore the definition of traffic calming and review the various types of traffic calming devices. The class discussion will outline both potential positive and negative impacts on a neighborhood and reviews a sample traffic calming program. During this workshop\, related issues\, such as impacts of traffic calming devices on liability\, roadway maintenance\, and emergency service will be discussed. DESCRIPTION:The course will introduce definitions and metrics for assessing and improving the sustainability of pavements across the life cycle using the concept of life cycle thinking. Strategies and approaches for different stages of the life cycle\, different contexts\, and differing goals of agencies will be discussed. Cost and social considerations will also be discussed. Expected future changes in tools\, technologies\, and policies for improving sustainability\, and considerations to help assure that proposed changes have a high probability of improving sustainability will be presented. SUMMARY:Bicycles and Pedestrians: Meeting the Needs of All Users
DESCRIPTION:Many communities in the United States were not designed for pedestrian and bicycle travel. However\, today walkability and bikeability are important for active transportation and are indicators of a livable community. The objective of this workshop is to equip participants with information on providing safer\, more connected\, more comfortable\, accessible communities so that walking is a viable transportation choice for everyone\, including seniors\, children and people with visual\, mobility and other disabilities and that bicycling is a viable transportation choice for people of all ages. The class provides current information on the design\, operation and maintenance of successful pedestrian and bicycle facilities. Emphasis is placed on the importance of maintaining accessibility and compliance with relevant guidelines while at the same time encouraging innovation. This workshop should be of interest to those in a variety of fields including engineering (design\, traffic\, maintenance and construction) and public works\, planning\, landscape architecture\, recreation and parks\, law enforcement and public health-related fields. \nPDH – 6 hours Master Road Scholar Credit A Zoom link to attend will be sent the day before the class starts.

SUMMARY:ADA Self Evaluations/Elements Of PROWAG (
DESCRIPTION:With the 25-year anniversary of the passage of ADA\, it is critical that local governments recognize their obligation to upgrade streets\, sidewalks and facilities for accessibility. ADA requires that public agencies perform self-evaluations and prepare transition plans. They were to have been completed by July 26\, 1992 and be updated periodically. The morning portion of the workshop examines the background to\, contents of and enforcement of the self-evaluation and transition plan requirements. Several landmark court cases are also highlighted. A case study is presented to illustrate these items. Participants will leave the session with a “To Do” list of next steps they need to take and a toolkit of helpful resources. The afternoon session overviews the current criteria for accessible public rights-of-way including the pedestrian access route\, curb ramps and detectable warnings\, accessible pedestrian signals\, street furniture\, on-street parking and temporary traffic control requirements for pedestrians.

SUMMARY:ADA In Temporary Traffic Control
DESCRIPTION:After a brief discussion of the relevant legal authorities (ADA\, PROWAG\, MUTCD)\, the workshop describes the challenges faced by individuals with disabilities as they travel in the built environment. The basic requirements of the Pedestrian Access Route are reviewed\, including width\, protruding objects\, cross slope\, grade\, surfaces and curb ramps/detectable warnings. The requirements for the alternate pedestrian access route are reviewed. \nTools to minimize the impacts of construction/maintenance/utility operations on pedestrians will be discussed\, namely: 1) phasing of construction\, 2) utilizing detailed plans\, 3) effective signing/communication and 4) effective barriers/barricades. The session will conclude with an interactive review/discussion of various work zone scenarios and best practices. \nUpon completion of the class\, participants will be able to: 1) assess a TTC zone set-up for compliance with ADA/MUTCD and 2) design a compliant TTC zone.   Log on instructions will be in your registration confirmation.   Advanced Road Scholar Credit

DESCRIPTION:  \nThere is no single pathway toward achieving a Safe System and there is no recipe for implementation. Achieving a Safe System is a complex journey that requires strengthening all elements in the system by numerous stakeholders. Stakeholders across the transportation community are already acting to advance the Safe System approach by making decisions guided by the underlying Safe System principles. In this webinar\, you will learn about strategies that state and local transportation agencies are implementing to advance the Safe System approach with focus on the Safe Roads and Safe Speed elements. The strategies are presented as a “playbook” intended to assist agencies by providing ideas and potential practices for Safe System implementation. Similar with a playbook for a football team\, it is not necessary to run every play to achieve your winning objective. Also\, selecting appropriate “plays” to run will depend on where your agency is located “on the field”. \nMany agencies may already be undertaking many of the practices identified. Also\, just like in a live game\, agencies may need to “call an audible” and adjust a recommendation to fit the needs of their organization. Selecting appropriate plays for your agency depends upon multiple factors and considerations such as your agency’s goals\, current policies\, funding availability\, and project development practices. SUMMARY:A Safe System Based Framework for Assessing Intersections (Webinar)
DESCRIPTION:Under a Safe System approach\, reaching the zero goal requires managing the circumstances of crashes such that the kinetic energy forces imposed on the human body do not result in death or serious injury. At an intersection\, this is accomplished by influencing conflict points\, speed\, and crash angles\, and considering exposure and complexity. Intersection projects are opportunities to explore how to apply Safe System principles to the project development planning and design decisions in support of reaching the zero goal\, as well as a performance-based approach to safety. The Federal Highway Administration (FHWA) sponsored an effort to develop a Safe System for Intersections (SSI) framework and methodology\, which represents a first step toward the development of objective and implementable analyses that reflect key Safe System concepts. \nThe Safe System assessment of an intersection can serve as an additional metric to inform alternatives analysis and identify an optimal solution for an intersection. The SSI method uses data that are typically available early in a project development lifecycle. SUMMARY:Advancing Complete Streets and Equity Goals within the Safe System (Webinar)
DESCRIPTION:In March 2022\, the Federal Highway Administration (FHWA) issued a report to Congress detailing the agency’s commitment to advance widespread implementation of the Complete Streets design model to help improve safety and accessibility for all users. Within the five elements of the Safe System approach\, State and local transportation agencies focus on designing and operating safe roads that protect all road users while providing access and mobility through road designs and safety countermeasures that encourage safe speeds. Complete Streets are an embodiment of the safe roads and safe speeds elements of the Safe System approach. Safety\, accessibility\, and connectivity are closely linked to transportation equity. Equitable transportation provides access and options for all users regardless of race\, gender\, age\, disability status\, or class.
