Developer Impact Fees and Other Fee-Based Development Charges – The Primer

Developer impact fees (DIFs) are also known as transportation impact fees, mobility fees, multimodal transportation impact fees, or system development charges. A DIF is a one-time fee assessed by local governments on developers to share in new or expanded infrastructure costs to the community that will directly address the increased demand for infrastructure and services created by that development. The goal is to have each new development pay a share of the costs of off-site capital facilities needed to serve the new development—to help growth pay for itself and reduce the financial burden on the existing community.

FHWA has recently developed a primer on developer impact fees that provides information to transportation agencies that have DIFs or are considering the use of DIFs. The primer provides practical information on what a DIF is, how it works, and where it can be used, as well as spotlighting case studies.
